Copper-based solutions for box-coolers need water to circulate around the tube bundle, which takes place when the engine is on and the thermosiphon principle works. No water-circulation, box-coolers get grown over, unless using USAF.
For hulls actually the same happens. The copper-based paints (and even the other coatings) all depend on the vessel moving to protect against biofouling. Not Shipsonic's USAF for hulls. It works on indefinitely floating objects, as long as it gets sufficient current. Roughly 9 Watt per transducer, about 40 to 50 watt per larger box-cooler.
